[Finance] EEWH Pushes "Science Park 3.0"; Liu Yang-wei: Aiming for Concrete Results Within 1 Year

The Chairman of the Electronic and Electrical Industries Association (EEWH) and Chairman of Foxconn, Liu Yang-wei, stated today (18th) that the EEWH plans to promote science parks in locations such as the United States, Mexico, Poland, and India. Using the "Science Park 3.0" model, they aim to replicate Taiwan's experience by providing policy support, industrial chain integration, and comprehensive living facilities to help small, medium, and micro enterprises (SMMEs) expand into international markets and establish overseas industrial clusters. Liu Yang-wei pointed out that in the face of supply chain restructuring and geopolitical changes, the EEWH is actively promoting overseas science park development to strengthen Taiwan's key position in the global manufacturing supply chain and assist SMMEs in expanding into overseas markets. He said: "(Original sound) The achievements of Taiwan's science parks are evident for all to see. All countries know that Taiwan's science parks have performed exceptionally well. We hope to establish the practices of Taiwan's science parks in other countries, thereby helping SMMEs to go global."
The EEWH plans to promote science parks in multiple locations. In the United States, a Memorandum of Understanding (MOU) has already been signed with the Ministry of Economic Affairs, entrusting the association with promoting the development of local science parks. Currently, Arizona and Texas have been selected. Mexico and Poland are also in the planning stages. Regarding the Indian market, personnel are expected to visit for inspection within the next one to two months. Concerning the timeline for park construction, Liu Yang-wei indicated that related projects are expected to see concrete progress within a year, with phased results potentially by the end of this year.
Liu Yang-wei stated that when negotiating cooperation with various governments, the EEWH is based on three core principles. Firstly, all enterprises within the park, regardless of size, will enjoy uniform policy benefits, avoiding resource disparities between large and small/medium enterprises. Secondly, the park must have a stable market and industrial chain integration to help resident enterprises quickly secure orders and business opportunities. Thirdly, the local living facilities should be comparable to Taiwan's standards, including residential environment, educational resources, and culinary culture, to enhance the willingness of Taiwanese businesses and talent to settle long-term.
He added that one of the core goals of Science Park 3.0 is to help SMMEs seamlessly integrate into the local market. After enterprises move in, they will not need to spend a lot of time dealing with policies and regulations, permit applications, or communication with local governments, as the park will handle these matters uniformly.
