[Politics] Rao Ching-ling's pre-recorded participation in Straits Forum may violate regulations; Ministry of Interior: Administrative investigation to be conducted after receiving official letter

Taitung County Magistrate Rao Ching-ling participated in the Straits Forum by means of a pre-recorded video. The Mainland Affairs Council (MAC) stated that it has requested the competent authority, the Ministry of Interior (MOI), to investigate and handle the matter. The MOI stated today (17th) that it will conduct an administrative investigation based on the MAC's official letter and the relevant provisions of the Administrative Procedure Act regarding whether the pre-recorded video involves "cooperative behavior" as stipulated in Article 33-1 of the "Act Governing Relations Between the People of the Taiwan Area and the Mainland Area." Regarding Rao Ching-ling's participation in the Straits Forum via pre-recorded video, MAC Minister Chiu Chui-cheng stated today that the government has repeatedly explained that central and local government officials are prohibited from participating in the Straits Forum in any form, including video conferencing. This time, based on Article 33-1 of the "Act Governing Relations Between the Taiwan Area and the Mainland Area," the competent authority, the MOI, has been asked to investigate and handle the matter. The MOI told reporters that the MAC considers the Straits Forum to be a platform for the Chinese Communist Party's united front operations against Taiwan. To prevent the CCP from using the forum to create division and promote "integration and unification" against Taiwan, participation in the forum and related activities in any form by personnel from central ministries, local governments, and their subordinate units is prohibited. However, Taitung County Magistrate Rao Ching-ling, despite being prohibited from attending the forum in mainland China, still expressed her views at the forum through a pre-recorded video. The MOI stated that it will conduct an administrative investigation into whether Rao Ching-ling's participation in the Straits Forum via pre-recorded video constitutes "cooperative behavior" in violation of Article 33-1 of the "Act Governing Relations Between the People of the Taiwan Area and the Mainland Area." Subsequently, administrative penalties will be imposed based on the results of the administrative investigation. According to Article 90-2 of the "Act Governing Relations Between the People of the Taiwan Area and the Mainland Area," violations of Article 33-1, Paragraph 1, or Article 33-2, Paragraph 1, are subject to a fine of NT$100,000 to NT$500,000, and may be subject to continuous penalties for each offense.
