[International] Polish Prime Minister Announces Partnership with Foxconn to Develop Electric Vehicle and Semiconductor Industries

Polish Prime Minister Donald Tusk announced that negotiations on electric vehicle cooperation with Taiwan's Foxconn Group are expected to be completed before this autumn. A center for electric vehicle research, development, and manufacturing will be jointly established in Jaworzno in southern Poland, and a semiconductor factory will be built in Lower Silesia in cooperation with Foxconn. Southern Poland Cooperates in Electric Vehicle Production According to PAP Biznes, Polish Prime Minister Tusk stated at the "Poland Invest" event on the 16th that the Polish government expects to formally conclude negotiations on electric vehicle cooperation with Taiwan's Foxconn Group before this autumn. He said that both parties will cooperate with Electro Mobility Poland (EMP) to establish a large R&D and manufacturing hub for electric vehicles in Jaworzno, southern Poland, with plans to produce three mid-size SUV models. Establishing a Semiconductor Factory to Develop a High-Tech Supply Chain In addition to the electric vehicle project, Tusk also revealed details of the semiconductor cooperation between Poland and Taiwan. Poland plans to establish a semiconductor factory with Foxconn in Miekinia, Lower Silesia, and negotiations are nearing completion. According to Radio Poland RMF24, the site was originally intended for a semiconductor packaging and testing plant announced by Intel in 2023. At the time, the $4.6 billion (approximately NT$145.2 billion) investment was expected to create about 2,000 jobs, but Intel eventually withdrew from the project in July 2025. Tusk revealed that since the Polish government had already invested funds and completed infrastructure for the site, Poland immediately began follow-up negotiations with Foxconn after Intel's withdrawal, planning to jointly renovate and build a semiconductor factory at the original location. Tusk specifically emphasized that Poland will work hand-in-hand with its Taiwanese partners to implement a dual-track industrial strategy in Lower Silesia, encompassing both automotive and semiconductors, thereby comprehensively advancing cooperation between Poland and Taiwan in the high-tech supply chain.
