Regarding Taitung County Magistrate Rao Ching-ling's use of video to promote agricultural products at the Straits Forum organized by the Chinese Communist Party (CCP), Mainland Affairs Council (MAC) Chairperson Chiu Chui-cheng stated today (17th) that the relevant authorities will be asked to conduct an administrative investigation and disposition in accordance with Article 33-1 of the "Act Governing Relations Between the People of the Taiwan Area and the Mainland Area." #Reporter Chen Kuo-wei reporting# The CCP recently held the 18th Straits Forum. Our side prohibits personnel from central government agencies and local governments from participating in related activities. However, Taitung County Magistrate Rao Ching-ling promoted agricultural products at the Straits Forum by recording a video. Some officials believe this constitutes a cooperative act and violates the "Act Governing Relations Between the People of the Taiwan Area and the Mainland Area." On the 17th, MAC Chairperson Chiu Chui-cheng attended a meeting of the Legislative Yuan's Internal Administration Committee. Legislator Hsu Chung-hsin pointed out during questioning that Rao Ching-ling's video was a one-way act and did not constitute a so-called two-way cooperative act. Furthermore, promoting agricultural products does not have political connotations, so Rao Ching-ling did not violate Article 33-1 of the "Act Governing Relations Between the People of the Taiwan Area and the Mainland Area." Chiu Chui-cheng responded that the MAC has not stated that Rao Ching-ling's action is illegal. However, due to a complaint, the relevant competent authorities of the Ministry of the Interior will be asked to initiate an administrative investigation and disposition. It will be handled rigorously, investigated based on evidence, law, and procedure. In a media interview, Chiu Chui-cheng also mentioned that during Rao Ching-ling's last visit to mainland China, she had violated regulations by changing her itinerary to meet with Director of the Taiwan Affairs Office of the State Council, Song Tao, without reporting it to the competent authority, the National Immigration Agency. She has already received a violation record from the National Immigration Agency. Regarding the Straits Forum, the MAC has repeatedly and sternly stated that civil servants from central and local governments are prohibited from participating in any form. Chiu Chui-cheng said: "(Original sound) Because she had one violation a while ago, this time we will ask the competent authority, the Ministry of the Interior, to investigate and conduct an administrative disposition in accordance with the relevant provisions of Article 33-1 of the "Act Governing Relations Between the People of the Taiwan Area and the Mainland Area." Chiu Chui-cheng emphasized that the government continues to support and assist in equal, healthy, and orderly exchanges across the Taiwan Strait, such as the "Taipei-Shanghai City Forum" and the "Two Lakes Forum." Therefore, only for platforms unilaterally built by the CCP for united front work against Taiwan, the government will explain its policy stance to the public, prohibiting civil servants from central and local governments from attending, and does not agree to related sub-activities of the Straits Forum being held in Taiwan. He mentioned that the CCP proposed the so-called "22 Articles to Punish Independence" starting in 2024, increasing the risks for Taiwanese citizens traveling to the mainland. The number of people who go missing, are interrogated by the CCP, or have their personal freedom restricted has been increasing. From 2024 to the present, there have been 361 such cases, including 55 in 2024, 221 in 2025, and 85 from January to May this year.
