[Finance] Marriage and Childbirth Housing Tax Reductions for Property and Land Taxes; Finance Minister States No Central Subsidy for Local Tax Losses

President Lai Ching-te has approved the "Taiwan Population Strategy New Strategy—Family Support Chapter" with 18 measures. For marriage and childbirth families, there will be a one-time reduction in property tax, land value tax, and income tax. Minister of Finance Chuang Su-wen clearly stated today (15th) that the Ministry of Finance estimates that if property and land value taxes are reduced for marriage and childbirth housing, the total tax loss across all cities and counties nationwide will only be NT$7 billion, which local governments can afford. The central government will not provide additional subsidies to local governments. #Reporter Chen Lin-hsin-hung reports# The government has announced 18 measures as the latest strategic direction to address the challenges of low birth rates and population structure. These measures cover five aspects: ensuring safe childbirth and child-rearing, strengthening childcare, increasing educational support, fostering a friendly workplace, and reducing housing pressure. For marriage and childbirth families, defined as families with children and only one self-occupied home, the Executive Yuan will amend laws to authorize local governments to reduce property and land value taxes. Income tax will also be further reduced. Minister of Finance Chuang Su-wen stated on the 15th at the Finance Committee of the Legislative Yuan, in response to a question from DPP legislator Kuo Kuo-wen, that to encourage childbirth, the Ministry of Finance has submitted a proposal to the Executive Yuan to increase the tax exemption for families with minor children to be supported by 50%. The Executive Yuan will soon send it to the Legislative Yuan for review, hoping to pass it in this session and implement it this year, making it applicable for tax filing next year. Regarding the reduction of land value tax and property tax for marriage and childbirth housing, Chuang Su-wen also clearly stated that the Ministry of Finance estimates that since the total tax loss across all cities and counties nationwide will only be NT$7 billion, local governments can afford it. Therefore, the central government will not provide additional subsidies to local governments. Chuang Su-wen said: "(Original sound) We have roughly calculated that because they (marriage and childbirth families) only have one house, one self-occupied house nationwide, we will reduce it to 0. Originally, it was only 1%, and the land value tax is 2/1000, which is already very low. I believe local governments... especially after the amendment of the Fiscal Revenue Allocation Act, finances are already very abundant. Overall, the tax revenue for all cities and counties combined is at most NT$7 billion. Therefore, we believe that local governments should also encourage marriage and childbirth and share the burden." In addition, regarding the "New Youth Housing 2.0" which will introduce a marriage and childbirth support mechanism, with the loan amount increasing from the current maximum of NT$10 million to NT$15 million, KMT legislator Yen Kuan-heng believes there may be three major loopholes: first, if a loan of NT$15 million is obtained with marriage and childbirth status, but the couple divorces midway, how will the additional NT$5 million and interest subsidies be adjusted? Second, after divorce, can a single parent raising minor children continue to receive the NT$15 million loan and interest subsidies? Third, if someone uses a fake marriage to obtain an NT$15 million loan, are there any planned identity verification, penalties, and default mechanisms? In her response, Chuang Su-wen stated that society has various forms, and the core purpose of the New Youth Housing policy is to assist individuals without their own homes in purchasing self-occupied residences. To ensure that national resources are truly allocated to first-time homebuyers and individuals with genuine housing needs, the Ministry of Finance's system will be planned around the core objective, balancing policy effectiveness and fairness.
